JOB TITLE: LAYER 3 SECURITY COORDINATOR
LOCATION: PEMBA - CABO DELGADO, PEMBA, MOZAMBIQUE
ASSIGNMENT TYPE: ROTATIONAL - 28 DAYS ON/ 28 DAYS OFF
START DATE: ASAP
CONTRACT LENGTH: ANNUALLY RENEWABLE CONTRACT
MISSIONS / SERVICE DIMENSIONS
JOB DIMENSIONS
- Mentoring Protection Force personnel to fully implement VPSHR guidelines, maintaining a high operational level to protect project operations
- Responsible for organizing logistical movement along Layer 3 areas
- Overseeing contractors' convoy organization in coordination with contractors and related escort movement
- Ensuring all project-related socioeconomic activities have appropriate security support and updated security awareness information
- Managing socioeconomic/stabilization activities in specific Layer 3 areas
- Reporting on security situations and threat escalations when necessary
- Ensuring rules and regulations in accordance with security SOPs are in place for all contractor staff
- Assessing security conditions along the road in close contact with security department in Afungi
- Working closely with local authorities, local population, state security, private security forces, and contractors daily
- Constantly evaluating the security threat level in the area of operations
ACTIVITIES
- Adhering to an HSE system and ensuring all work is 100% safety compliant in terms of the 12 golden rules as prescribed
- Creating and promoting a safety culture at all levels and in all areas of works related to security projects
- Ensuring compliance with the Voluntary Principles of Security and Human Rights (VPSHR) and holding regular information sessions for the JTF
- Reporting any VPSHR incidents directly to management
- Creating daily reports on all activities and incidents
- Ensuring day-to-day disposition of the protection setup to secure the area of operations in line with security protocols
- Reporting on and monitoring levels of consumption rates (food, fuel, water, and other consumables)
- Encouraging all convoy personnel to comply with project rules and regulations with respect to HSE (e.g. speeding, treating communities with respect)
- Ensuring contractors respect and abide by security regulations and that JTF and contractor convoys are set up and rolled out in accordance with these rules
- Ensuring contractors comply with security as per contractual regulations
- Assessing the daily threat level in areas to be traveled and at each staging post, reporting daily to management whether roads are clear and safe for convoys
CONTEXT AND ENVIRONMENT
- The position is a rotational back-to-back role
- Work is executed in Cabo Delgado province, Mozambique, in isolated locations
- The working environment is tropical and can become uncomfortable, requiring long working hours
- The area is a high-risk malaria zone; individuals are responsible for taking necessary precautions
- Camp accommodation, food, and necessary basics are supplied, but the job requires 24/7 availability in emergencies
- Cabo Delgado is a Zone Orange 2; security is elevated and movement is restricted to camp and work areas
ACCOUNTABILITIES
The function of the Layer 3 Security Coordinator is to ensure:
1. Successful implementation of Layer 3 security for all logistics movement
2. Implementation and adherence to the Voluntary Principles of Security and Human Rights
3. Compilation of accurate and up-to-date reports on the state of equipment and supplies of the Joint Task Force on camp/staging area location
4. Clear and accurate information flow regarding the security situation and threat escalation
5. Daily liaison with the deployed military contingent for adherence to Joint Task Force (JTF) Standard Operating Procedures (SOPs) for all camps and staging posts
6. Reporting on all contractor-related issues in accordance with rules and SOPs to management
QUALIFICATIONS/EXPERIENCE REQUIRED
- Fluent in English, Portuguese, and Swahili, with some knowledge of local languages
- No criminal record
- Basic computer skills and experience on Windows systems
- Basic high school diploma
- Military or Police background (minimum Senior NCO)
- Experience working with Military and Police personnel
- Valid driver's license
- Valid passport
