Role Overview:

We are seeking a highly experienced Technical Safety and Environmental Engineer to lead a project team on an onshore FEED (Front-End Engineering Design) project. This is a critical role for the KOC Umm Niqa FEED project, focusing on heavy oil and sour service in Kuwait. The project is a key component of Kuwait Oil Company’s (KOC) strategic plan to meet the KOC 2040 strategy. You will be responsible for guiding a team of 11 professionals, ensuring that all technical safety and environmental aspects of the project are executed to the highest standards.

Key Responsibilities:

  • Leadership: Lead and manage the Technical Safety and Environmental Team during the execution of the 12-month FEED project. Ensure the team is aligned with project goals and timelines, particularly during peak manpower periods.

  • Project Management: Oversee the development and implementation of the Project FEED HSE Plan, including HSE Activity Plans for the Definition Stage. Ensure compliance with HSE legal requirements and develop essential HSE Philosophy Documents (e.g., Fire & Gas, Hazardous Area Classification, Fire Protection).

  • Risk Management: Conduct and manage risk studies including HAZID (Hazard Identification), HAZOP (Hazard and Operability Study), SIL (Safety Integrity Level) assessments, QRA (Quantitative Risk Assessment), and FERA (Fire, Explosion and Risk Assessment). Ensure that ALARP (As Low As Reasonably Practicable) principles are demonstrated.

  • Environmental Management: Lead the Environmental and Social Impact Assessment Study (ESIAS) - (Category-A) and manage the development of the ESIA Scoping Report. Ensure all environmental aspects are thoroughly reviewed and integrated into the project’s execution.

  • Safety Reviews: Perform detailed reviews and assessments, including Main Facility Siting, Detailed Layout Review, EERA (Escape, Evacuation, and Rescue Assessment), Safety Critical Elements (SCE), and Asset Integrity assessments.

  • Documentation: Update and manage Project HSE Risk and Decision Registers, ensuring all safety and environmental risks are properly documented and mitigated.

  • Collaboration: Work closely with internal and external stakeholders to ensure seamless communication and execution of the project, including coordination with Kuwait Oil Company (KOC).

  • Lessons Learned: Document and share HSE Lessons Learned throughout the project lifecycle. Lead PHSER (Project Health, Safety, and Environmental Review) Stage 2 reviews.

Qualifications:

  • Education: Degree in Engineering (preferably in a relevant discipline such as Chemical, Environmental, or Safety Engineering).

  • Experience:

    • Minimum 12 years of total experience in engineering roles.
    • At least 8 years of experience in the oil, gas, or petrochemical industries.
    • Minimum 5 years of focused experience in Technical Safety and Environmental roles, particularly in large-scale projects.
  • Skills:

    • Strong leadership and project management skills.
    • In-depth knowledge of HSE regulations and standards in the oil and gas industry.
    • Proficiency in risk assessment methodologies and safety studies.
    • Excellent communication and stakeholder management skills.

Project Context:

The FEED project involves the development of the Umm Niqa Lower Fars (UNLF) formation in North Kuwait, a significant part of KOC’s strategy to enhance heavy oil production. The project includes the design and planning of heavy oil production facilities (UNPF-2), associated utilities, auxiliaries, product export pipelines, and makeup water pipelines.
