Job Title: Senior Proposal Engineer- Malaysia
Key Responsibilities
Proposal Development & Execution
- Lead the development of technical and commercial proposals for EPCI projects, ensuring alignment with client requirements and company objectives.
- Manage proposal scope, including coordination of engineering, procurement, construction, and installation (EPCI) activities.
- Work closely with cross-functional teams to develop competitive, high-quality proposals within deadlines.
Coordination & Stakeholder Management
- Collaborate with internal departments and external partners to ensure seamless proposal execution.
- Engage with engineering, procurement, and project management teams to optimize execution strategies and cost estimates.
- Facilitate coordination between vendors, subcontractors, and internal teams to gather technical and commercial inputs.
Bid Preparation & Cost Estimation
- Develop and review cost estimates, ensuring accuracy and competitiveness.
- Analyze subcontractor quotations and historical data to support bid evaluation.
- Maintain and update cost databases, benchmarks, and estimation models in collaboration with the Digital & Analytics team.
Scheduling & Planning
- Develop proposal execution schedules (Level 1–5) in coordination with key stakeholders.
- Identify risks and opportunities within the project timeline and recommend mitigation strategies.
Continuous Improvement & Process Optimization
- Drive enhancements in proposal development processes, leveraging data analytics for improved decision-making.
- Implement lessons learned from past projects to enhance future bidding strategies.
Reporting & Documentation
- Prepare high-quality proposal documentation, including technical and commercial reports.
- Summarize bid strategies, trends, and recommendations for senior management review.
Qualifications
- Bachelor’s degree in engineering or a related field with 8+ years of experience in proposal development for onshore/offshore Oil & Gas projects.
- Experience in FPSO or large-scale EPCI projects is preferred.
- Strong background in cost estimation, project planning, and bid strategy.
- Proven ability to work in diverse, multicultural environments with international vendors and subcontractors.

- Deep understanding of EPCI execution processes and cost estimation methodologies.
- Proficiency in Microsoft Excel, Power BI, and cost analysis tools.
- Expertise in Microsoft Project or Primavera P6 for schedule development.
