About the Role:

We are supporting a high-profile international project to find an experienced Project Procurement Officer to contribute to strategic procurement and contracting operations. The successful candidate will work closely with technical teams and vendor management to ensure effective planning, execution, and follow-up of procurement activities aligned with EU directives and public sector frameworks.

This is an exciting opportunity to be part of a collaborative, multinational environment, contributing to the success of complex technical procurements within large-scale infrastructure and research-based projects.

Key Responsibilities:

  • Support the development and implementation of a common procurement and contracting plan across technical projects.
  • Coordinate cross-functional inputs to ensure readiness for procurement processes.
  • Assist system owners in drafting, executing, and managing contracts, ensuring compliance with procurement rules.
  • Conduct tendering procedures in accordance with established procurement policies.
  • Prepare and manage tender documentation, evaluate bids, and support award recommendations.
  • Draft and negotiate terms for purchase orders, service agreements, and consultancy contracts.
  • Review technical documentation for completeness and develop procurement strategies case-by-case.
  • Collaborate with finance, QA, legal, and technical departments to ensure integrated procurement solutions.
  • Maintain and update procurement files and records.
  • Represent the procurement function at external events such as workshops and seminars.
  • Support contract lifecycle management and advise stakeholders on best practices in public procurement.

Requirements:

  • Minimum 5 years' experience in procurement for large-scale or technically complex projects.
  • Demonstrated knowledge of EU and public procurement directives and principles.
  • Proven experience in drafting, negotiating, and managing contracts for goods, services, and consultants.
  • University degree or equivalent in Public Administration, Business, Law, Finance, or Engineering.
  • Strong understanding of public sector procurement frameworks, ideally at European or international levels.
  • Experience with e-tendering systems such as Antirio Kommers and ERP platforms (Unit4 Business World, HxGN EAM) is an advantage.
  • Familiarity with customs, VAT, and tax regulations (Swedish and European) is desirable.
  • Excellent written and spoken English; additional European languages are beneficial.
  • Experience working in multicultural and international environments.
