Learning & Development Senior Officer
Reports to: Head of Learning and Development
Job Purpose
-
Advise the Head of Learning and Development on current L&D trends to formulate new strategies.

Develop new policies and update existing ones to support Qatarization goals.

Oversee development and training of Qatari trainees, established employees, and the wider workforce to build a skilled, future-ready organization.
Key Accountabilities
Management Advisory
-
Advise the Head of L&D to create strategies aligned with current industry trends.

Develop and implement strategic learning frameworks to support organizational growth.
Staff Training and Management
-
Support planning and organization of learning/development and training programs for employees up to managerial level locally and overseas.

Assist in developing training materials with internal teams or external subject matter experts.

Oversee development programs for Qatari Graduates, ensuring effective training and progression.

Monitor and report on Qatari Graduate performance and attendance, coordinating with institutions such as Qatar Petroleum, College of North Atlantic - Qatar, Qatar Aeronautical College, and international institutions in the US, Australia, and UK.

Lead the Qatari Internship Program to ensure professional delivery of a best-in-class program.

Schedule training sessions, manage tests, and handle scholarship payments for trainees, coordinating with educational institutes.

Manage daily counselling and disciplinary actions for Graduates, Interns, and Trainees, collaborating with Employee Relations Committee and Legal Department.

Liaise with training providers and professional bodies to design, plan, and review training programs aligned with organizational skill requirements.

Collaborate with L&D team and other departments to coordinate specialized management and general training programs.

Track and manage training-related expenses, resolve discrepancies, and process invoices through HRMS.

Organize logistics for short-term managerial and general training programs locally and overseas, including training fees, visas, travel, and accommodations.

Plan and conduct in-house training sessions, negotiate with vendors, and handle necessary facilities and materials.
Team Supervision

Provide guidance and on-the-job training for junior colleagues.

Conduct knowledge sharing to facilitate achievement of team objectives and efficient task completion.
Budgeting and Financial Performance

Monitor financial performance versus budgets and ensure activities follow approved guidelines.

Report any variances promptly to management.
Policies, Systems, Processes & Procedures

Create new and review/update existing policies and procedures.

Implement policies, systems, and procedures for L&D to meet procedural and legislative requirements while delivering quality, cost-effective services.
Continuous Improvement

Identify opportunities for continuous improvement and sustainability of systems, processes, and practices.

Consider global standards, productivity improvement, and cost reduction in initiatives.
Reporting

Prepare sectional statements and reports timely and accurately to meet QEWC and departmental requirements, policies, and quality standards.
Context, Work Environment & Decision-Making Authority

Operates in a dynamic corporate environment where key decisions significantly impact the Administration division.

Decisions require consultation with and approval from the Head of L&D.

Ensures all functional and operational activities meet high standards of quality and reporting, maintaining accountability and transparency.

Contributes to Administration division’s business and operational strategy.

Provides management with insightful information and data regarding handled functional areas.
Qualifications, Experience & Skills
Minimum Qualifications
-
Bachelor’s degree in Engineering and Master’s degree in Management (HR/Learning & Development preferable).
-
L&D Certification (e.g., CTDP or CIPD/SHRM-SCP).
Minimum Experience
-
10 years in similar roles in large companies, with at least 5 years demonstrating strong leadership/advisory skills (Power Sector preferred).
