Job Title: Head of Worker Welfare

Location: Doha, Qatar

 

Job Purpose:

To lead and maintain the Worker Welfare Management System for the NFS Onshore Project. This includes ensuring execution of the Worker Welfare Policy, driving compliance with Qatari law and international standards, managing contractor and subcontractor welfare performance, and supporting continuous improvement through effective leadership and collaboration across all project stakeholders.

 

Key Responsibilities:

  • Oversight & Compliance: Monitor and ensure contractor and subcontractor compliance with Qatar laws, project contracts, and approved Worker Welfare standards (e.g., Camp Management Plan, Health & Welfare Procedures).
  • Contractor Performance: Regularly review contractor practices, systems, and accommodations for alignment with Worker Welfare requirements.
  • Leadership & Coordination: Provide oversight of welfare operations through collaboration with Contractor Welfare Teams, Camp Operators, and Subcontractors.
  • Committee & Stakeholder Engagement: Lead or participate in Welfare Committee and Food Committee meetings and support engagement via walk-throughs, award programs, and events.
  • Auditing & Inspections: Lead joint audit teams (PMT, TENCCC, Subcontractors) and provide subject-matter expertise in planning and executing Welfare audits.
  • Fair Treatment Assurance: Maintain systems that assess worker treatment, ensuring compliance with labor law and international human rights (focus on identity document retention, harassment, restriction of movement, discrimination, etc.).
  • Performance Monitoring: Analyze and report on Worker Welfare performance; develop charts, graphs, and KPIs; propose action plans based on findings.
  • Accommodation & Food Oversight: Monitor living conditions and food standards across all worker accommodations and report non-compliance for corrective action.
  • Sustainment of Welfare Programs: Ensure consistent implementation of Worker Welfare programs, covering areas such as mental health, industrial hygiene, social engagement, grievance management, and human rights.
  • Welfare Operations Centre Management: Monitor and guide the day-to-day operations of the NFS Welfare Operation Centre to ensure effectiveness and responsiveness.

 

Qualifications:

  • Bachelor's Degree in:
    • Clinical Psychology
    • Social Science
    • Health Science
    • Engineering

Experience:

  • Minimum 10 years in large-scale project construction environments.
  • Minimum 4 years direct experience on major projects with migrant labor forces exceeding 10,000 workers.
  • Background in worker welfare, social welfare, and/or EPC camp operations is essential.

Skills & Competencies:

  • Excellent command of written and spoken English.
  • Strong planning, organizing, and prioritization abilities.
  • Effective negotiation and influencing skills.
  • High-level interpersonal and communication skills.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint).
