Position Title: Head of Process Safety
Reports to: HSE Manager
Location: Qatar
Job Purpose
Lead and oversee process safety management to ensure compliance with regulatory requirements, industry best practices, and company policies. This role minimizes risks, ensures the integrity of plant operations, and fosters a strong process safety culture organization-wide.
Key Responsibilities
Core Responsibilities
Process Safety Management
- Develop and implement a comprehensive process safety management (PSM) system.
- Lead company-wide process safety initiatives through the Corporate Process Safety Steering Committee.
- Establish clear delegation and oversight mechanisms for PSM implementation.
Hazard Identification and Risk Assessment
- Identify potential major accident hazards, including loss of containment, fires, explosions, and cryogenic hazards.
- Conduct and standardize risk assessments using qualitative and quantitative techniques.
- Define and maintain protocols and acceptance criteria for risk assessments.
Control Measures
- Develop and implement control measures, such as inherently safer design principles, engineering controls, and emergency response plans.
- Verify control measures' effectiveness and ensure proper maintenance protocols.
Safety Critical Elements (SCEs)
- Establish and oversee frameworks for identifying and managing SCEs.
- Define performance standards, assurance programs, and verification requirements.
Performance Monitoring and Reporting
- Develop and track process safety performance indicators (e.g., API-754 Tier 1-4 indicators).
- Analyze trends and report performance metrics to senior management.
- Establish benchmarks and action plans for performance improvement.
Incident Investigation
- Oversee investigations of significant process safety events, ensuring root cause analysis and corrective actions.
- Benchmark site performance against industry standards and recommend improvements.
Management of Change (MOC) and Pre-Startup Safety Reviews (PSSR)
- Define and oversee MOC and PSSR frameworks.
- Assess changes for potential impacts on major hazard scenarios and approve high-risk changes.
Safety Culture Development
- Champion process safety initiatives and build awareness across the organization.
- Define competency requirements and establish metrics to measure cultural effectiveness.
Knowledge Sharing and Networking
- Represent the organization in industry process safety forums.
- Disseminate lessons learned from significant events and develop preventive action plans.
Generic Responsibilities
- Align departmental policies and procedures with corporate guidelines.
- Ensure compliance with safety, quality, and environmental standards.
- Drive continuous improvement initiatives and support Qatarization efforts.
Key Performance Indicators (KPIs)
- Reduction in process safety incidents.
- Timely completion of process hazard analyses and incident investigations.
- Compliance with safety regulations and delivery of study reports.
- Positive impact on safety culture and employee engagement.
Qualifications & Skills
Education
- Bachelor's degree in Chemical or Process Engineering.
- Master's degree in Process Safety preferred.
Certifications
- Professional certifications in process safety are preferred.
Experience
- 10+ years in process safety, with 5+ years in leadership roles.
- Expertise in hazard analysis techniques (e.g., HAZOP, LOPA, QRA).
Skills
- Deep knowledge of PSM systems and regulations.
- Strong leadership, communication, and problem-solving abilities.
- Proficiency in risk assessment tools (e.g., PHAST, PHA-Pro).
- Ability to influence and drive organizational change.
