Job Title: Contracts Engineer
Location: Qatar
Job Purpose:
We are seeking an experienced Contracts Engineer to join a leading industrial organisation. The role is responsible for managing all aspects of contract administration from pre-award through post-award, ensuring projects are executed efficiently, contracts are compliant, and commercial risks are mitigated. You will work closely with project teams and contractors to support contract negotiations, administration, and close-out activities.
Key Responsibilities:

Review projects at inception and provide advice on tendering and contracting strategies

Prepare pre-qualification documents, tender invitations, and evaluation criteria, and support shortlisting of potential suppliers

Analyse scopes of work and services, identify contractual gaps, and ensure completeness and clarity of technical information

Develop suitable pricing mechanisms aligned with contractual requirements

Respond to technical and commercial queries from bidders during the tendering phase, ensuring timely communication and clarity

Participate in meetings, site visits, and discussions with contractors as required

Lead commercial evaluation, prepare tabulation and evaluation reports, and coordinate review meetings

Support award of contracts and ensure accurate contract documentation is issued and executed

Administer change management processes, evaluate contractor claims, and assess the impact of proposed changes on time and cost

Monitor project close-out processes including review of completion certificates, statements of final accounts, and discharge documentation

Identify global trends in materials and supply chain to support sourcing strategies and risk mitigation

Assist in developing and monitoring key performance indicators and service level agreements for contract performance
Requirements:

Bachelor’s degree in Quantity Surveying, Engineering, or related discipline

Minimum 10 years’ experience in contract administration within engineering, procurement, and construction environments, including at least 5 years in the oil, gas, or heavy industrial sector

Knowledge of contract law and various forms of engineering and construction contracts

Strong commercial, analytical, and problem-solving skills

Proficiency in preparing and reviewing contracts, reports, and correspondence

Experience working with multidisciplinary project teams in large-scale industrial projects

Strong communication skills, both written and verbal, and ability to liaise with internal and external stakeholders

Ability to work independently, manage competing priorities, and meet deadlines
