JOB TITLE:  WTG Contract Lead Engineer

START DATE: ASAP

CONTRACT LENGTH: 12 Month Annual Renewable Contract

SCHEDULE: Monday to Friday/ 5 days a week/ 8 Hours a day

 

MISSION

 

The Service provider will enable the projects team to achieve critical project milestones in accordance with project schedule and budget, with full transparency in the contract and procurement process.The development is expected to be developed as multi-projects, and the service provider will support all projects and the coordinated reporting of the overall development.

WTG procurement and contracting processes in accordance with project's contracting strategy and act as direct point of contact vis-à-vis suppliers, in coordination with TGP category and Project Management

Provide direction and guidance in understanding offshore WTG supply chain markets and lead negotiation of WTG contracts and inform other strategic decisions regarding relationships with suppliers

 

 

The Service provider activities will be performed in close collaboration and coordination with the Project Management. The Service provider will play an essential role in ensuring WTG contract and procurement processes are well managed and that the project team is kept fully aware thereof.

 

ACTIVITES

The service provider will primarily be responsible for procurement activities related to the WTG EPC contract and related WTG package services for the German Offshore Wind N-12.1 and O-2.2 projects. During the initial phase of the project focusing on Call for Tender and negotiation activities, he will be responsible for:

- Contracts activities for all the WTG package scope

- Implementation of approved WTG Contract Strategy in coordination with Project Management, TGP and PJC

- Ensuring compliance with procedures associated to procurement and contract activities;

- Ensure contract documents are developed in order to account for separate project phases and related reporting and financial governance

-Work with project team to develop and challenge technical and commercial scope specifications to clarify and to determine where more value can be created

-Coordinate the WTG contracts and procurement activities with other package through efficient coordination with the Project C&P Lead

-Establish and maintain excellent relationships with key offshore wind WTG suppliers and other vendors

- Preparation of EPC CFT documents

- Lead the PSA negotiation securing manufacturing slots, price, synergy potential, project specific conditions, local content objectives and conditions

- Support to the project team in obtaining internal and partnership approvals;

- Identify and allow for future contractual interfaces based on possible contractual strategies and potential additional lease areas.

- Confidentiality Agreements with various Parties (Contractors and Service Companies)

- Perform and/or verify Due Diligence activities on main suppliers for WTG (Market intelligence, compliance review, commercial benchmark, supplier risk review)

- Liaison with HQ procurement branch (TGP/OFW) and the Project C&P Lead

- Other Project support contracts as needed

In addition:

- Contribute to the refinement of the project's contracting strategy, including evaluation of EPCI vs. multi-contracting considerations

- Service provider will travel as needed between company and project offices, and to meet with suppliers

- Perform other tasks and take on additional duties as reasonably assigned by package manager and/or project management team

- during the FEED phase, service provider will support the Package Manager in a project controls role, assisting in reviewing package costs and budgets and contractor schedules

- Service provider will be responsible to provide C&P feedback to relative departments in the interest of continuous improvements.

- Service provider shall demonstrate an exemplary behaviour with regard to HSSE rules & requirements, with regards to the Company Ethics and "Code of Conduct" policy and for implementing and controlling these rules and requirements within the said area of responsibility.

  CONTEXT AND ENVIRONMENT

The company comprises a team of professionals passionate about deploying clean energy and bringing new opportunities to communities. After a successful German federal offshore wind auction in May 2023, the company plans to create a new entity to develop projects. This new entity will have to be staffed with a wide variety of roles and responsibilities in the months ahead.

The Service provider will require travel between Paris, France and Hamburg / Berlin, Germany.

 

QUALIFICATIONS & EXPERIENCE REQUIRED

 Bachelor's degree, preferably in business, supply chain, or other technical and/or financial area

Major Energy project developments knowledge and experience, with Partner and Government reporting interfaces

Advanced expertise in procurement, preferably including negotiating contracts within the offshore wind industry

Requires team spirit with ability to work closely with various stakeholders including but not limited to diverse international teams, vendors & subcontractors, affiliates, HQ, etc.

Knowledge of offshore wind supply chain industry trends, bottlenecks, and best practices

Deep understanding of cost drivers on offshore wind contracts and ability to demonstrate transparency of tender evaluations and overall value of contracts

Advanced expertise in identifying and evaluating commercial contract risks and developing risk prevention or control strategies

Understanding of contract law and excellent attention to contractual details

Capacity to manage a high volume of RFIs, RFPs or contract negotiations

Previous experience in procurement and market competitive analysis, including for international tenders
