Job Title: Concession Chief Executive Officer (CEO)
Location: Atyrau, Kazakhstan
Job Purpose:
The Concession CEO provides strategic leadership and overall management of large-scale power, oil & gas, and energy projects operating under concession agreements. The role ensures compliance with contractual, regulatory, and financial commitments while driving operational efficiency, sustainability, and long-term project success. The CEO works closely with government entities, investors, and key stakeholders to optimize growth, innovation, and profitability.
Key Responsibilities:
- Define and implement the long-term strategic vision for power, oil & gas, and energy projects operating under concession agreements.
- Ensure compliance with all regulatory frameworks, concession agreements, and financial obligations while managing relationships with various stakeholders.
- Oversee financial planning, budgeting, and revenue models to ensure the profitability and sustainability of operations.
- Manage relationships with government agencies, investors, and concession partners, ensuring long-term project success.
- Lead operational excellence initiatives by applying best practices in project execution, risk management, and asset optimisation.
- Maintain strong corporate governance practices, ensuring transparency and compliance with relevant concession regulations.
- Develop and implement policies for workforce development, succession planning, and organisational performance improvement.
- Lead risk mitigation strategies to address financial, regulatory, and operational uncertainties within projects.
- Drive innovation, digital transformation, and sustainability efforts to enhance efficiency and environmental performance.
- Represent the organisation in industry forums, meetings with government bodies, and investor discussions to ensure the success of concession projects.
Education Requirements:
- Bachelor's or Master's degree in Business Administration, Engineering, Finance, or a related field.
Experience:
- Minimum 20 years of working experience, with at least 15 years in a senior management or leadership role.
- A minimum of 5 years' experience in the GCC region is preferred.
Knowledge and Skills:
- In-depth understanding of concession agreements, regulatory frameworks, and infrastructure project management.
- Strong financial acumen, including expertise in revenue models, investment structuring, and risk mitigation strategies within concession operations.
- Proven leadership in managing large-scale projects within the energy, power, and oil & gas sectors under concession frameworks.
- Excellent skills in stakeholder management, negotiation, and strategic decision-making.
- Proficiency in ERP systems, preferably with SAP functional knowledge.
